The center of The City, housing the City Council and other bureaucratic bodies.

Containing the City Council chambers, the court house, and the administrative headquarters of various other organizations, Highhall is the bureaucratic heart of The City.

Governor's Square

The marble buildings surrounding this large open square are the same as they were in The Old Lands and generally serve the same purposes, though the governor's palace has been repurposed into the City Council chambers.

  • City Council chambers: A steady stream of diplomats, petitioners and representatives pass in and out of the tall doors, as this large building is where the city's leaders negotiate The City's future actions and priorities. Most business doesn't happen in the main chambers, but in the many side and back rooms. The main chambers are only for the most important business, and generally closed to the public.
  • Courthouse: While most crime is handled locally by the various City Watches, sometimes a faction or the population at large will demand that an individual be brought to trial, and that happens here. The Old Nobility sponsors the court, and thus any cases brought here are judged under the Old Law. This is also the headquarters of the Justicars, the ceremonial guards of the court, who are also responsible for catching those miscreants that do not appear before the court when summoned.
  • Diplomat House: A respectable mansion, this building is used to house visiting dignitaries. With many bedrooms and chambers, the place usually houses multiple delegations at the same time, but it has happened that the place has been cleared out to house a single visiting ruler and their entourage.

Gefion Plaza

This wide square surrounds a small green space of manicured trees and bushes. One side is entirely dominated by the massive edifice of the Bank of Gefion.

  • Bank of Gefion: A massive edifice, this building manages to combine marble elegance with a fortified appearance. No known heist against the bank has been successful.
    Part of this is due to the amount of resources that the Gefion Bankers pours into its magical, mechanical and mundane protections, but it is also widely assumed that Gefion, the god of wealth from The Old Lands, has taken up residence in the bank, or perhaps in the vaults themselves.
